dictionary changes to french during spellcheck

I have a user that is using Office 2003 on Windows 2000. Recently, her dictionary has changed to French. While running spell check it finds everything is mispelled as it assumes you want French. She has verified that the dictionary is English. She has verified that her regional settings are set to English. She has verified that her Office language settings have English enabled.

Does anyone have any ideas as to why the dictionary suddenly changed to French? How do I get Word to recognize the English dictionary again?
