Formatting text with a partial border

Haven't found anything in Word help on this so I figured I'd ask the experts.

I select a piece of text.
Select FORMAT/BORDERS & SHADING.
APPLY TO: Text.
Try to select a single border line only (right, left, bottom, it doesn't matter.
Word seems to insist on putting a complete border around my selected text.

Any idea why it insists on changing my selection?
