What do you mean by the "Navigation" toolbar?

The bar you are referring to is the Menu bar. The only advantage of knowing its name is in a situation like this when you are trying to describe a problem.
One possibility is that you have somehow selected Full Screen in which all the toolbars vanish and the menu bar only reappears when the cursor is moved to the top of the screen. If that is the case go to View and Select Full Screen. Alt-V will also bring up the View menu and then press U.
If this is not the case, I'm out of suggestions.

Thank you. Your suggestion worked as long as I went to print preview then expanded the document. Only then did a Menu tool bar appear. As soon as I returned to the main Word Doc frame the Menu bar disappeared and icons only were available to me. You got me farther than anyone else. Thanks.

I did a search in the Microsoft Knowledge Base and found this link:
http://support.microsoft.com/default.aspx?scid=kb;en-us;291484
Copy and past in into Internet Explorer in the Address bar and see if any of these hints help. The easiest solution may be to rename normal.dot as old normal.dot (while in Explorer and Word is closed) and see if Word starts up normally. If you delete normal.dot Word creates a new one when you reopen Word.
Good luck.
