Apostrophe's and Quotes Replaced

Hello, our firm is using Word 2002 and 2003 and we are experiencing an issue with some of our documents. We have a few documents that when opened by some users apostrophes and quotes are replaced with other characters. For example: apostrophes are replaced with the equal sign, open quotes are replaced with A and closed quotes are replaced with @. It happens sporadically throughout the document so not every apostrophe or quote is replace and it does not happen for every user. I have two users who open the same document and all the characters appear as they should. I have compared options, auto format setting, reset templates and replaced templates with the user who do not have the issue and nothing appears to be wrong. Any help would greatly be appreciated.

Check the keyboard setting for the Gipp machine it looks like you might have 2 setting - UK and USA

I think I have narrowed it down to Word Perfect Typographical Symbols. A lot of our old documents where done in Word Perfect and from what I have read in some other forums this causes the issue I am experiencing. The question now is how do I get rid of it.
