TAB LEADERS: in a table

I have a table and want to use Tabs and Tab Leaders, but when I set up all the formatting and hit the ctrl & tab key the leaders do not appear?

I am using Word 2003 and just made a table that included tab leaders. I highlighted the column and placed the tab. I then highlighted the column and went to Format/Tab and selected the leader. Everything worked as expected.
