"My Computer" won't open second copy

After the last update of my system by Microsoft, the File Manager behavior has changed. I cannot open a second copy of the File Manager. Clicking Start->My Computer a second time makes the first copy the current/active window.

How do I restore the ability to open 2 copies of the File Manager?
